Innovative Finance for National Forests Program

Project Description: On May 11, 2020, MLTPA was advised that a partnered grant application with the Inyo National Forest and Quantified Ventures for the Innovative Finance for National Forests Program had been awarded to MLTPA by the U.S. Endowment for Forestry and Communities and the National Forest Foundation. The $150,000 grant sought to address recreation needs on the Inyo National Forest through a business plan to address compromised campground infrastructure, as local campgrounds are not currently meeting the needs of contemporary recreationists. The business plan identifies potential non-federal capital resources for much needed improvements, and may serve as a replicable model for similar recreation infrastructure and capital improvement needs on federal public lands. Addressing the campgrounds’ needs can maximize revenues from visitors, enhance revenues to local gateway communities, diversify business opportunities, and all while protecting natural resources and adapting and promoting resilience to climate change.  On October 11, 2021, the U.S. Endowment for Forestry and Communities announced $2.2 million in addtional grant funding for eleven awards to support development of finance models that seek to leverage private sector capital to support resilience of the National Forest System and surrounding lands, and  $376,811 was awarded to Quantified Ventures to continue work on the Inyo National Forests Campground project.  

Financing Innovative Partnerships 

"Financing Innovative Partnerships for Rural Recreation Infrastructure" is the complete title of the project that has been awarded $376,811 to continue IFNF support for piloting an innovative approach to financing recreation infrastructure improvements that provide greater access to and absorb tourism on the Inyo (California) and Mount Baker-Snoqualmie (Washington) National Forests.

Business Plan

In November of 2021, Quantified Ventures delivered the final draft of the "Inyo National Forest Campground Business Plan" along with an Executive Summary. The business plan identifies potential non-federal capital resources for much needed improvements, and may serve as a replicable model for similar recreation infrastructure and capital improvement needs on federal public lands.
